Development of Web-Based Sangguniang Kabataan Management System for Jagna, Bohol, Philippines

Abstract

Supporting youth programs and activities is essential for strengthening community development at the barangay level. In the municipality of Jagna, Bohol, many administrative tasks of the Sangguniang Kabataan (SK), such as managing youth records, monitoring projects, handling financial documents, and disseminating information, are still carried out manually or through limited digital tools, making coordination and access to information more challenging. To help improve the process, this study developed a Sangguniang Kabataan Management System for Jagna, Bohol, a web-based platform designed to streamline SK operations and enhance the delivery of youth programs and services. The system was developed using developmental research design with an iterative approach. The frontend was built using Laravel Blade, Tailwind CSS, and JavaScript, while Laravel 11 was used for backend development. MySQL served as the database, and XAMPP was utilized as the local server environment, with Visual Studio Code for coding and debugging. The system includes key features such as digital youth profiling, task assignment and monitoring, project and budget tracking, event management, a document repository, and processing of educational cash assistance applications. It also integrates Generative Artificial Intelligence to summarize youth suggestions and an interactive mapping feature using the Leaflet JavaScript library to visualize the geographic distribution or registered users for improved planning and coordination. The system obtained a usability rating of 4.78 (Excellent) based on the ISO/IEC 25010:2011 standard, as evaluated by 28 respondents, including the Sangguniang Kabataan Municipal Federation (SKMF) President, Sangguniang Kabataan (SK) Councils, and Katipunan ng Kabataan (KK) Members. The results indicate improved record organization, easier access to information, enhanced administrative efficiency, and increased youth participation in community development initiatives.
